Every stalled apartment project of 10 units or more in Philadelphia. Shovel-ready projects hold a live building permit and have gone 12+ months without pulling the next trade permit. Entitled projects hold zoning approval but never pulled a building permit. Points are sized by unit count. Click any point for details.

Data source: Build Philly Now analysis of Philadelphia L&I permit records, August 2026. Projects shown are new-construction residential permits of 10 or more units, issued since 2019, with no certificate of occupancy, that have not advanced through the permit ladder (zoning → building → trades) in 12 or more months. Includes permits that are active or that expired since 1 January 2026. Smaller infill projects are excluded: they add pins without adding volume.
